Higher levels of freedom of expression have a strong relationship with the protection of other human rights, UNESCO analysis of 180 countries finds

Comparison of freedom of expression with key economic and social rights also shows a strong correlation. As an example, freedom of domestic movement is strongly correlated with freedom of expression to the level of 0.78 points. This means the freedom of citizens to travel and reside freely within their countries as well as the right to liberty, freedom of assembly and association, the right to participate in peaceful protest, access to health etc.

Exclusion by gender is also correlated with the level of freedom of expression. Moreover, where exclusion of individuals from public services or -spaces based on their identity or belonging to a particular group is measured against freedom of expression, the correlation is minus 0.66 points – meaning that lower exclusion correlates with higher freedom of expression.

The data also shows that in countries where freedom of expression is higher, less exclusion from public goods and services is experienced, access to state jobs and private business opportunities and protection of civil liberties based on the groups people belong to. Although, more research is needed to demonstrate causation (i.e., which variable is responsible for the existence of the other or, which is more likely, if they mutually reinforce themselves), this analysis shows that higher levels of freedom of expression are good indicators that we will also find higher levels of protection for other human rights.
